In normal gardening parlance, a 'ground cover' is a low growing vining sort of plant that romps about the garden and prevents weeds. Ground cover roses are designed to pretty much do just this, except that whereas most ground covers are a few inches high, roses as ground covers can reach waist high. A number of these roses owe much to R. wichurana, a native of the colder reaches of eastern Asia, and a parent to a number of good rambling roses.
Shown is Sea Foam which seems to have inherited R. wichurana's rampant nature, its shiny leaves, and its disease-free shiny foliage. Technically, it repeats; but there is only one really good flush each year. Some ground covers are more closely related to multifloras and thus will behave and look a little more like polyanthas.
