Vermilion might be the most difficult color for roses, in two senses. Firstly, it is natural only to Rosa foedtida bicolor which imparts weakness to diseases, especially black spot, and creates more open and spindly growth. Secondly, vermilion does not go naturally well with many other colors. Sometimes vermilions go soft: the rose fails to produce enough of the bright pigment and the resulting rose color looks awful.
At whatever strength, strong rose colors tend to fight with it. Weaker colors are frequently quite overcome by it. There are some buffs and coppers and apricots that can look really stunning with it. In many cases, though, one might consider planting a large swathe of vermilion and hoping that it doesn't clash too seriously with anything else. If one can get vermilion to work, however, no color has a more profound emotional impact in the garden. Every rose garden large enough to do every other color well ought to have a space for it.
Pictured is Prominent whose pigment was just a tad weak to carry the show effectively. Photoshop mitigated the problem a little, but there is still a hint of pinkness.
