Comments Bred from pale pink New Dawn and pink Radox Bouquet, City of London's blossoms are paler than both. One might infer from its breeding lines that Harkness was attempting to create a sort of floribunda version of New Dawn: a remontant rose that produced great masses of fragrant flowers with gently reflexed petals and was vigorous and almost completely trouble-free. And that's pretty much what he created. It is reputed to be a bit happier in coolish climates - ones that approximate England's.
